I can understand your reaction on the hopping problem, but still, there is nothing you can do about it. and the worste thing you could do is to force ppl to stay for one week, that's would just scare ppl of !
the hopping is a problem every new guild has to face...But I think it's a great problem, realy you should be glad about it ! When I first started my guild, the only thing I did was recruting...let's say that I got 5 ppl / hour...and 4 of them left , and 1 not leaving ! so that 1 person must like you / the guild...otherwise he would leave....if you invite a 50 ppl, and 40 leave, you would have 10 ''die-hards'', and these 10 would form a much more fun group than 50 ppl who hardly don't speak to each other because they don't like the group or something like that.
oh oh oh, and: my guild's 6 months old tomorrow ! and I can asure you, we are a great guild ! We have party's and competitions in the gayhall ( don't know where that came from, but everyone calls it like that in our guild ) every week ! We even had one IRL meeting ( we're all belgian, making a meeting not hard )...

If there's no incentive to stay in a guild why should they stay?
It's not the members fault for leaving, it's the guild leader's for not making the guild an attractive one. Guild leader is not an easy job, you have to cater to everyone as well as make sure you guild does what appeals to the general populace.
And besides that, what do you expect from zerg recruiting?

this seems more like a punishment, why should we be punished for joining and not being able to leave.
expample- your rank 7 which isn't that high nowadays, and you wanna join a guild that is rank between 200 and below, and the guild your about to join tells you there gonna get there in a week or so, and once you join there rank like 5,000, most people won't stay and if they had this in people would get mad because they couldnt leave unless they got the guild leader to kick them out by asking or just pissing him off.

meh inviting anyone who wants in is a good way to start a guild, i made a guild 1 week in we had 50 members, after u get a good number, start to weed it out, i like the history idea, might be a bit much for anet tho...
